Kempsey Shire Council will be submitting a proposal for the re-classification review and transfer of regional roads to the New South Wales government.

This is a part of the State government's plan to take control of 15,000km of council-owned and managed roads.
An Independent Panel has been formed to review the road classification system and the classification of roads across regional areas in the state.
The Kempsey-Armidale Road was recently transferred to the State government as a regional road through the priority round of these classifications, and the council has submitted more for the main round, which is now open.
Councillor, Leo Hauville asked at the October council meeting when the Kempsey-Armidale Road transfer will be finalised and transferred into State assets.
General Manager, Craig Milburn said it will be subject to the transfer processes in the priority round.
The council proposes the following regional roads for priority reclassification as State roads:
- Macleay Valley Way
- Plummers Lane
- South West Rocks Road (Plummers Lane to Gregory Street)
- Gregory Street
- Crescent Head Road
- Smithtown Road
- South West Rocks Road, including Rudder, Bissett and Washington Streets (Lord Street, East Kempsey, to Smithtown Road, Gladstone)
- Stuarts Point Road, South West Rocks Road (Smithtown Road to Plummers Lane)
- Belmore River Right Bank Road/Loftus Road/Belmore Street (South West Rocks Road, Gladstone, to Pacific Street, Crescent Head)
- Second Lane/North Street (Macleay Valley Way to River Street, West Kempsey)
- Grassy Head Road, in collaboration with Nambucca Valley Council
The roads transfer program aims to improve the financial sustainability of local councils and the huge costs involved in their annual investment in the maintenance of the roads.
