The blaze has breached containment lines and is spreading quickly.
Residents in the area west of Kempsey are at risk.
"Our firefighters on the ground are starting to experience the uncontrollable conditions at the moment," RFS public liaison officer Dave Nicholson said.
"We have sent an emergency alert to people west of the Pacific Highway in the Kempsey area, just so that they can prepare.
"The wind is starting to pick up and this is when we're going to experience the dangerous fire conditions."
The wind is currently blowing in a north-easterly direction which will affect the fire ground towards the east and south.
"We encourage people who are near the fire ground to shelter in place as the fire arrives.
"We will also experience unpredictable winds which can cause issues out on the ground.
"Firefighters are doing everything they can to protect life and property."
People are urged to follow their bush fire survival plan. If you do not have a bush fire survival plan, ensure you know what you will do before, during and after the fire. Remember - leaving early is your safest option.
