Jointly funded by Kempsey Shire Council and the NSW Government's Stronger Country Communities fund, the amenities facility is located in Pacific St, near the car park and holiday park.
Manager Commercial Business, Gayleen Burley, said council's delivery of the project was in response to community feedback that an amenities building servicing the town's CBD was needed.
"As part of our masterplan consultation process, the community expressed a desire to beautify the streetscape and CBD, improve access and amenities while preserving the small-town village atmosphere," Mrs Burley said.
"The new facility will be modern in its design with central doors and breezeways, providing residents and visitors with two unisex accessible toilets in close proximity to local businesses."
Water and sewer services for the amenities block were installed last month in preparation for local contractors to begin construction.
Council advises there may be some disruption to parking, traffic and pedestrian access to the area during construction hours of 7am to 4pm, for the duration of the project.
The new amenities are expected to open by the end of the year, weather permitting.
