Council began work on the project less than a month ago with plans for the walkway to connect the beach at Horseshoe Bay, the headland car park and the recreational facilities in the area.
Council's manager strategic and asset planning, Erin Fuller, said the authority is dismayed by the brazen act of vandalism.
"Kempsey Shire Council is extremely disappointed that the newly-constructed Monument Point walkway and earth moving equipment has been vandalised over the weekend," she said.
"It's difficult to understand why anyone would wilfully damage a community asset within weeks of it being built."
The vandals spray painted graffiti tags and various other images across the newly constructed pathway and excavator being used for the construction.
"The graffiti will be removed from the walkway as soon as possible but the cost will ultimately be borne by Kempsey Shire's ratepayers," Ms Fuller said.
Police are investigating the incident and anyone with information regarding the vandalism is urged to contact Kempsey Police on 6561-6199 or Crime Stoppers on 1800-333-000.
